According to the UK-based Internet consultancy Point Topic, the U.S. ranked 24th in the world or household broadband penetration as of the first quarter of 2007, lagging behind countries large (South Korea, Japan, and Germany) and small (Luxembourg, Estonia, and Monaco).

The Communications Workers of America says that the average broadband download speed is 1.9 megabits per second' much slower than in high-speed nations such as Japan (61mbps), South Korea (45 mbps), Sweden (18 mbps), and Canada (7.6 mbps).
